DC conversion and layout approval: how to check land before you buy or build in Bangalore

Why agricultural land must be converted, how layout approvals and site release work, and the red flags to watch for in plots on Bangalore's outskirts.

By Golden Homes Constructions · · 5 min read

Much of Bangalore's new residential land, especially on the outskirts around areas like Devanahalli, Anekal and Attibele, was agricultural land not long ago. Before anyone can legally build a house on such land, it must be converted for non-agricultural use and developed as an approved layout. Many buyers skip these checks and later find they cannot get a plan sanctioned, a khata or a loan. This guide explains DC conversion and layout approval in simple terms.

What is DC conversion?

In Karnataka, agricultural land can be used for residential, commercial or industrial purposes only after its land use is changed in revenue records. This has traditionally been done through an order from the Deputy Commissioner (DC) of the district, which is why it is commonly called "DC conversion". The conversion order records the survey number, extent of land converted and the permitted use.

Recent reforms have simplified the process in some cases, especially where the master plan already designates the land for non-agricultural use. Procedures have changed over time, so always check the current rules.

Why conversion matters

  • Legal use: Building a house on unconverted agricultural land is not permitted.
  • Plan sanction: Authorities require proof of conversion before approving layouts and building plans.
  • Khata: Without proper conversion and layout approval, properties may end up with a B Khata or no khata at all. See A Khata vs B Khata.
  • Loans: Banks generally will not lend on unconverted land.

What is layout approval?

Once land is converted, a developer must get a layout plan approved by the relevant planning authority before selling sites. The approved layout shows roads, parks, civic amenity sites and individual plots, and it must meet planning rules for road widths, open spaces and infrastructure.

Depending on location, approvals come from:

  • BDA within its planning area
  • BMRDA local planning authorities in peripheral areas
  • Other urban development authorities in surrounding districts

Read our guide to which authority approves your plan for more.

Site release

Authorities often require developers to hand over roads and civic amenity areas and complete infrastructure such as roads, drains, water and electricity before sites are released for sale. Sites may be released in phases. Check that your specific site has been released before you buy, not just that the layout has been approved.

Red flags

  • Revenue sites: Plots sold on agricultural land without conversion or layout approval. These are common on the outskirts and carry high risk.
  • "Conversion in progress": Buying before conversion is complete means relying on promises.
  • Approval for part of the land: The conversion or layout approval covers a smaller extent than the land being sold.
  • Site numbers not matching: Your site does not appear on the approved layout plan.
  • Missing roads or parks: Areas shown as parks in the approved plan are being sold as sites.
  • Unusually low prices: Often a sign of missing approvals.
  • No RERA registration: For developer layouts that should be registered.

What if you already own a plot with gaps?

If you own a plot where conversion or layout approval is incomplete, speak to a property lawyer about the options. Depending on the case, it may be possible to complete approvals or apply under a regularisation or conversion scheme if one is available. Do not start construction until the status is clear, because unauthorised construction can lead to penalties and problems with utilities and future sale.

Lakes, drains and buffer zones

Many plots on Bangalore's outskirts are close to lakes, storm water drains and valleys. Building rules require buffer zones around these water bodies where construction is not permitted. Even an approved layout can have sites affected by buffer zones if the approvals were not carefully checked. Look at the master plan and revenue maps, and ask your architect or lawyer to confirm that your site is outside any buffer zone. Low-lying land near lakes can also flood in heavy rain, so look at the terrain as well as the documents.

Questions to ask the developer

  1. Can I see the conversion order and the approved layout plan with my site marked?
  2. Has my site been released for sale?
  3. Is the layout registered with RERA, and what is the registration number?
  4. Have the roads and parks been handed over to the authority?
  5. Which bank has approved this layout for home loans?
  6. When will water, electricity and drainage be ready?

A developer with proper approvals will answer these questions readily and share copies of the documents.

Gram panchayat and e-Swathu properties

Plots in gram panchayat areas are recorded under e-Swathu. Even here, the land should be converted and the layout approved where required. Check the e-Swathu record and the conversion and layout documents together.

Why this matters for your home

Your building plan, construction loan, khata and future resale all depend on the land being properly converted and the layout approved. Getting this right is the foundation of a smooth building project. Read our checklist before starting construction.

What is DC conversion in Karnataka?

It is the change of land use from agricultural to non-agricultural purposes, traditionally through an order from the district Deputy Commissioner, recorded in revenue records.

Can I build a house on agricultural land in Bangalore?

Not without conversion and the required approvals. Unconverted land cannot get a plan sanctioned, and banks generally will not lend on it.

How do I check whether a layout is approved?

Ask for the approved layout plan and release order from the planning authority, check that your site number appears on it and verify with the authority or a property lawyer.
