Encumbrance certificate (EC) in Karnataka: what it shows and how to get it online

What an EC is, Form 15 vs Form 16, how to apply on the Kaveri portal, how to read it and why banks and buyers insist on it.

Whether you are buying a plot, applying for a construction loan or getting an e-Khata, you will be asked for an encumbrance certificate. The EC is one of the simplest and most useful documents for checking a property's history. This guide explains what it shows, how to read it and how to get it online in Karnataka.

What is an encumbrance certificate?

An encumbrance is a charge or liability on a property, such as a mortgage, loan or legal claim. An encumbrance certificate is an official record of all registered transactions involving a property during a specific period. It is issued by the Department of Stamps and Registration in Karnataka, based on the records of the sub-registrar's office where the property's documents are registered.

An EC typically shows:

  • Sale deeds, gift deeds and other transfers
  • Mortgages and releases of mortgages
  • Lease deeds and other registered agreements
  • The parties involved, dates and document numbers

Form 15 and Form 16

FormWhen issuedMeaning
Form 15When there are registered transactions in the periodLists all registered transactions
Form 16When there are no registered transactions in the periodNil encumbrance certificate

A Form 15 is not bad news. It simply lists the transactions. What matters is whether any mortgage listed has been released and whether the chain of ownership is consistent.

Why the EC matters

  • Buying a property: Confirms the seller's ownership chain and shows whether the property is mortgaged. See our documents checklist.
  • Home loans: Banks require an EC for legal verification. See our home construction loan guide.
  • e-Khata: The EC is among the documents used for e-Khata applications. See our e-Khata guide.
  • Plan sanction: Some authorities ask for it with building plan applications.

How to get an EC online in Karnataka

Karnataka offers EC services through the Kaveri Online Services portal of the Department of Stamps and Registration. The general steps are:

  1. Register and log in to the Kaveri Online Services portal.
  2. Choose the EC service.
  3. Enter the property details, such as district, taluk, village or area, survey number or property number.
  4. Select the period for which you want the EC.
  5. Pay the applicable fee online.
  6. Download the digitally signed EC once it is ready.

For older records not yet digitised, you may need to apply at the jurisdictional sub-registrar's office. Portals change over time, so follow the current instructions on the official site.

How many years should you check?

For a property purchase, check the EC for at least 13 years, and ideally 30 years. Banks often ask for 13 to 30 years depending on their policy. A longer period gives a fuller picture of the property's history.

How to read an EC

  1. Check the property description: Survey number, site number, area and boundaries should match your documents.
  2. Trace the ownership chain: Each sale should lead to the next, ending with the current seller.
  3. Look for mortgages: If a mortgage appears, check that a release deed or discharge is also recorded.
  4. Check for unusual entries: Agreements of sale, court attachments or leases may affect the purchase.
  5. Match names: Names should be consistent across the EC, deeds and khata.

Limitations of the EC

The EC is useful, but it is not a complete title check:

  • It shows only registered transactions. Unregistered agreements, family arrangements or oral claims will not appear.
  • It does not show disputes pending in court unless they are registered as attachments.
  • Errors in property descriptions can cause transactions to be missed.
  • It does not confirm land use, approvals or khata status.

That is why a lawyer's title verification, combined with checks on the khata, conversion and layout approval, is essential. See A Khata vs B Khata and our DC conversion guide.

EC for agricultural and converted land

For land that was earlier agricultural, check the EC alongside the RTC (Pahani) and mutation records, which show revenue ownership and land use. The EC alone does not confirm that the land has been converted for residential use.

EC vs other property documents

It helps to understand how the EC fits with other records:

  • The sale deed proves a specific transfer of ownership.
  • The EC lists registered transactions over a period, including that sale.
  • The khata or e-Khata is the municipal record used for tax and administration.
  • The RTC (Pahani) is the revenue record for agricultural and some converted land.

Each document answers a different question. Together, they give a reliable picture of who owns the property, whether it carries registered charges and whether it can be used and built on as you plan.

Common mistakes

  • Checking only a short period, such as five years
  • Not matching the EC's property description with the deed
  • Ignoring mortgage entries without a recorded release
  • Assuming a Form 16 means the title is clear

Getting an EC after your purchase

After you buy and register the property, get a fresh EC showing your purchase. It is useful for your khata transfer, e-Khata and loan. When you take a construction loan, the bank's mortgage will appear in future ECs until the loan is repaid and the release is recorded.

Why this matters before you build

Your bank, the plan sanctioning authority and later buyers will all look at your property's documents. A clean EC, along with a clear title and khata, keeps your building project moving smoothly. See our checklist before starting construction.
