Which authority approves your building plan in Bangalore? GBA, BDA, BMRDA and panchayats explained

Your plot's location decides who sanctions your house plan. Here is how to find the right authority and what each one expects.

One of the first questions every Bangalore homeowner faces is a simple one with a complicated answer: who approves my building plan? Bangalore is not governed by a single body. Depending on where your plot is, the sanction may come from one of the city corporations under the Greater Bengaluru Authority (GBA), from the Bangalore Development Authority (BDA), from a local planning authority under the Bangalore Metropolitan Region Development Authority (BMRDA), or from a gram panchayat. Getting this right at the start saves months of confusion. This guide explains the system in plain language.

Why the approving authority matters

The authority that sanctions your plan decides the building rules that apply to you: setbacks, floor area ratio (FAR), maximum height and number of floors, parking rules and the documents you need. It also affects the fees you pay, the khata you hold, and how easily you can get a bank loan. A plan approved by the wrong body, or a house built without approval, can lead to penalties, problems with utility connections and difficulty selling the property later.

The city corporations under GBA

In 2025, the area earlier managed by BBMP was reorganised under the Greater Bengaluru Authority, with the city divided into multiple corporations. If your plot is inside this core city area, building plan sanction and khata are handled by your city corporation through the online building plan approval system. Most residential plans for plots of common sizes are processed online, and simpler approvals for small plots have been made faster in recent years. Rules and portals have been changing, so always check the current process before you apply. Our building plan approval guide walks through the online steps.

Bangalore Development Authority (BDA)

The BDA develops layouts and prepares the master plan for the Bangalore metropolitan planning area. If you bought a plot in a BDA layout, your sale deed or allotment letter will come from BDA. For many BDA layouts that have been handed over to the city, plan sanction is now done by the city corporation. For layouts not yet handed over, BDA itself may approve the plan. Check with BDA or your layout association which body handles your layout today.

BMRDA and local planning authorities

Outside the city corporation limits, large parts of the metropolitan region come under BMRDA and its local planning authorities, such as those for Anekal, Hoskote, Nelamangala, Magadi and the Bangalore International Airport Area. If your plot is in these areas, for example around Devanahalli or Anekal, the layout must have been approved by the relevant planning authority, and building plans are sanctioned under their regulations.

Gram panchayats

Plots in villages outside planning areas may come under the local gram panchayat. Panchayat approvals have their own rules, and banks are often more cautious about funding construction on such plots. Make sure the land has been converted for non-agricultural use and that the layout is approved. Our DC conversion and layout approval guide explains what to check.

How to find out which authority covers your plot

  • Check your sale deed, khata certificate and property tax receipts. They usually name the issuing body.
  • Look up your property on the city's property tax or e-Khata portal using your property ID.
  • Ask the layout developer or association which authority approved the layout.
  • If in doubt, speak to a licensed architect familiar with your area.

Documents you will typically need

Whatever the authority, the core document set is similar:

  • Title deed (sale deed) and the chain of earlier deeds
  • Khata certificate and extract, or e-Khata
  • Latest property tax paid receipt
  • Encumbrance certificate. See our EC guide.
  • Architectural drawings signed by a registered architect
  • Structural design and stability certificate for larger buildings
  • Owner ID proof and photographs

For agricultural land converted for residential use, you will also need the conversion order and approved layout plan.

Common mistakes to avoid

  1. Building on a B Khata or unapproved layout without checking the risks. Read our A Khata vs B Khata guide.
  2. Changing the plan during construction. Deviations beyond the permitted tolerance can create trouble at the occupancy certificate stage.
  3. Ignoring setbacks to gain space. It may seem minor, but it can affect your OC, utility connections and resale.
  4. Assuming the old rules still apply. Bangalore's governance and online systems have changed in recent years. Always check the latest process.

After the plan is sanctioned

A sanction is not the end of the paperwork. Many authorities expect you to notify them when construction begins and may inspect the site at key stages, such as plinth level. Keep the sanctioned plan and sanction letter on site. Once the building is complete, you will apply to the same authority for the occupancy certificate, and then for permanent utility connections. Building strictly to the sanctioned plan makes each of these steps simple.

How Golden Homes helps

Our architects prepare plans that meet the rules of your specific authority and guide you through submission. Because we design and build under one team, the house we build matches the drawings that were approved, which makes the occupancy certificate and utility connections much smoother. Final word

Before buying a plot, find out which authority covers it and whether the layout is approved. Before building, make sure your plan is sanctioned by that authority. These two checks protect your investment more than almost anything else you will do during the project.

Frequently asked questions

Who approves building plans in Bangalore city in 2026?

For plots inside the core city area, the city corporations under the Greater Bengaluru Authority handle building plan sanction, khata and property tax. Peripheral areas may come under BDA, BMRDA local planning authorities or gram panchayats.

Is BDA approval the same as city corporation approval?

No. BDA develops layouts and does master planning. Once a BDA layout is handed over to the city, plan sanction is usually done by the city corporation.

Can I get a home loan for a house on a panchayat plot?

Some banks do lend, but they check land conversion, layout approval and title more strictly. Clean documents improve your chances.
